The Small Business Innovation Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program provide opportunities for small, high-technology companies and research institutions to participate in government-sponsored research and development efforts in key technology areas. Both programs encourage innovations that contribute to the NASA mission while having potential commercial applications.

Program Overview

The SBIR/STTR Program, which is legislated federal R&D set-asides for small companies, focus on innovation in critcal technologies.

The Goddard SBIR/STTR Program falls under the Innovative Partnerships Program Office. The program's specific objectives are to:

  • Stimulate technological innovation
  • Use small businesses to meet federal R&D development needs
  • Foster and encourage participation by minority and disadvantaged persons in technological innovation
  • Increase private-sector commercialization of innovations derived from federal R&D

SBIR contracts to small businesses through a uniform, three-phase process.

  1. Phase I contracts receive up to $100,000 in funds for a 6-month effort.
  2. Phase II contracts are funded up to $600,000 for 2 years (plus up to $150,000 in additional dollar-to-dollar funding from a NASA project)
  3. Phase III is the process of furthering the development of a product to make it commercially available. This occurs through no funding from the SBIR program, rather the company secures funding directly from the NASA Program/Project that wants to utilize (infuse) the technology.

For STTR projects the small business collaborates with a research institution.
